The exploitation of children by terrorist groups is characterized by extreme brutality. During enlistment, children are exposed to systematic abuses including ferocious recruitment methods, sexual exploitation, enslavement, threat and are actively used in military operations as human shields, executioners or as suicide bombers. The malleability of children to indoctrination, enhances their vulnerability as targets for coercion to involve in acts of violence, acts of terrorism and war crimes. In this respect, the criminalization of child conduct, compounded by the security imperative to defeat terrorism, often leads to a secondary victimization within the justice system. While it exists a depth of shared international commitment towards the protection of children against serious forms of violence, protecting children affected by terrorism requires sustained, inclusive and multilateral responses, globally. The Ancillary Meeting „Violence Against Children Recruited by Terrorist and Violent Extremist Groups: The Cycle of Victimization“ exposes the exploitation of children in terrorism as a serious form of violence against children. A terrorism and crime trend inflicting extensive physical and psychological harm to the individual child, impairing personal, intellectual and social development in the long-term. It examines human rights challenges in the context of counter-terrorism as related to children and discusses rehabilitation and reintegration efforts indispensable for children to re-build a dignified life. It relates to Crime Congress 2021 Agenda following items: i) International Cooperation and Technical Assistance to Prevent and Address all Forms of Crime: a) Terrorism in all its Forms and Manifestations b) New and Emerging Forms of Crime; ii) Integrated Approaches to Challenges facing the Criminal Justice System: Reducing Reoffending Identifying Risks and Developing Solutions.
